The insurance premium employer's share support, provided under the investment incentive system, is one of the significant cost advantages offered to investors. This support is applied with different conditions depending on the region, type, and location of the investment. Especially the fact that support is not provided in the 1st region, or only in certain cases, makes it necessary for investors to be correctly informed.

📌 Definition of SSI Employer's Share Support

For the additional employment created by the investment under the incentive certificate, the portion of the insurance premium employer's share corresponding to the minimum wage is covered by the budget of the Ministry of Industry and Technology at certain rates and for specific durations.

📍 Is there SSI Support in the 1st Region?

No, as a general rule, there is no SSI employer's share support for investments made in the 1st region.

This support can only be applied limitedly in the following special cases, by benefiting from the conditions of a sub-region (2nd region):

  • If the investment is made within an Organized Industrial Zone (OIZ) or Industrial Zone,

  • and/or if it is made in one of the less developed districts specified in the Decree's Annex-5 list.

SSI support is not applied for a 1st region investment that does not meet these conditions.

🚀 Special Duration for Türkiye Century Development Move Programs

If your investment is within the scope of the Technology Move, Local Development Move, or Strategic Move Program, the support period is more advantageous:

  • In the 6th region, the duration does not change: 12 years.

  • In all other regions (excluding the 1st region), the duration is applied as a standard 8 years.

Other Important Details

💡 How Does the SSI Advantage Increase with Sub-Region Support?

If one of the following conditions is met, the support is applied based on one sub-region; if both are met, it is based on two sub-regions. This extends the support period:

  • Making the investment in an OIZ or Industrial Zone.

  • Making the investment in one of the districts listed in the Decree's Annex-5.

Example: An investment made within an OIZ in the 2nd region benefits from the support period of the 3rd region (2 years).

👤 SSI Employee's Share Support

This support is only valid in the 6th region. After the completion visa of the investment is issued, for a period of 10 years, the portion of the SSI premium that should be deducted from the employee for additional employment, corresponding to the minimum wage, is also covered by the Ministry. This significantly reduces personnel costs for the investor.

Conditions and Important Warnings

✅ Conditions for Benefiting from SSI Support

  • Having a valid Investment Incentive Certificate.

  • It is valid for "additional employment" created by the investment (not for existing personnel).

  • The completion visa must have been issued.

  • Monthly premium and service documents must be submitted to the SSI within the legal period.

  • The number of personnel benefiting from the incentive, including subcontractors, must be above the average.

⚠️ Important Warnings

  • Investments made in the 1st region, outside of an OIZ or the special district list, cannot benefit from SSI support.

  • If monthly premium declarations are not submitted on time or premiums are not paid on time, the interest burden arising from the support belongs to the employer.

  • SSI supports from different incentive certificates under the same SSI registration number cannot be combined; each support is applied based on its own certificate.
