The Local Development Move Program, reorganized in 2025, offers significant opportunities to investors who want to increase production and employment in different regions of Turkey. The main purpose of the program is to utilize local potential, reduce development disparities between regions, and pave the way for new investments in priority sectors specifically determined for each province.

Program Details and Application Conditions

Who Can Benefit from the Program?

Both individual entrepreneurs and companies can apply to this program. Investors wishing to apply must meet some basic conditions as follows:

• The investment subject must be one of the priority areas determined on a provincial basis.


• A detailed feasibility report must be prepared for the project.


• No other state support should have been previously received for the same project.


• An investor can apply with a maximum of 5 projects in the same application period.

Which Investments Are Supported?

• Completely new investments: Newly established businesses that meet certain conditions.


• Capacity increase investments: Increasing the production capacity in an existing business by at least 75% and employment by at least 50%.

How Does the Application Process Work?

The application process is conducted digitally. The stages are broadly as follows:

1. Call Announcement: The Ministry of Industry and Technology announces which investment areas will be supported in which provinces.


2. Preliminary Application: The investor applies through KAYS (Development Agencies Management System) or the specified digital platform.


3. Submission of Documents: A detailed feasibility report and other necessary documents are requested from the applications deemed suitable.


4. Evaluation: Applications are evaluated by both local development agencies and a central committee based on criteria such as the project's contribution to employment, technology, and exports.


5. Support and Incentive Certificate: An investment incentive certificate is issued for approved projects, and the investment process begins.
