E-TUYS (Electronic Incentive Application and Foreign Capital Information System) is the official platform in Turkey where investment incentive processes are conducted entirely in a digital environment. Operated by the Ministry of Industry and Technology, this system allows companies and consulting firms wishing to obtain an investment incentive certificate to carry out all transactions securely with an electronic signature (e-signature).
As of 2025, the E-TUYS system has become the mandatory application infrastructure for investors. The application for an incentive certificate, revision procedures, completion visa, and all other steps can only be carried out through this system.

The E-TUYS system follows a specific sequence from authorization to certificate usage. Here are the basic steps of the process:
The person who will use the system (company employee or consultant) must first be authorized. The necessary documents (Authorization Form, Letter of Undertaking, etc.) are sent to the Ministry via REM (Registered Electronic Mail), and approval is awaited. Without this step, logging into the system is not possible.
After authorization, you log into the system, and on the "Investor Information" screen, all basic details of the company, such as official, financial, and partnership structure, are completely filled out and submitted for Ministry approval.
After the investor information is approved, the "New Certificate Application" module becomes available. All details of the investment (subject, location, budget, machinery lists, requested supports, etc.) are entered on this screen, and the application is completed with an e-signature.
Once the certificate is approved, all machinery purchases, revision requests, and other transactions during the investment period are also managed through E-TUYS.
When the investment is complete, a "Completion Visa" application is made, the actualized investment values are entered into the system, and the process of closing the certificate is initiated.
