Employment Protection Support Program

👥 Protect Your Team, Strengthen Your Business: Employment Protection Support Program (2025)

The Employment Protection Support Program, offered by KOSGEB, aims to encourage businesses operating in labor-intensive sectors of the manufacturing industry to contribute to the workforce and the national economy by maintaining their current employment levels.

This program helps businesses that meet certain conditions to reduce their personnel costs by offering non-refundable performance support for 12 months.

✅ Who Can Apply? (Application Conditions)

To apply for the program, your business must fully meet the following conditions:

  • 1. KOSGEB Status: Your Business Declaration must be current and approved.

  • 2. Supported Sectors: You must be operating in sectors supported by KOSGEB.

  • 3. NACE Code Compliance: Your central or branch main activity NACE code must be in one of the following four manufacturing sectors in the records of SSI and the Revenue Administration as of December 31, 2024:
    • 13 - Manufacture of textiles

    • 14 - Manufacture of wearing apparel

    • 15 - Manufacture of leather and related products

    • 31 - Manufacture of furniture


  • 4. One-Time Right: Businesses can only benefit from this support program once.

General Information About the Program

Support Element Description and Details
🏆Support TypeNon-Refundable Performance Support.
💰Support Amount2,500 TRY for every 30 premium days. The payment is calculated based on the number of premium days maintained.
⚙️Performance CriterionTo maintain the average number of premium days from the last three months of 2024 (October, November, December) throughout the year 2025.
⏳Program DurationThe support period is 12 months.
💳Debt StatusThe business to receive the support payment must not have any overdue debt to KOSGEB.

🧮 How Will Performance Be Calculated? (A Simple Example)

The support is based on maintaining your average employment performance from the last quarter of 2024 into 2025.

  1. Step 1: Your Reference Average is Calculated
    The total number of SSI premium days for your company for October, November, and December 2024 are added up and divided by 3.
    Example: (90 days + 95 days + 85 days) / 3 = 90 Days (Your Reference Average)

  2. Step 2: Your 2025 Performance is Checked
    For example, in January 2025, you paid a total of 92 premium days. This means you have maintained and even exceeded your reference average of 90 days.

  3. Step 3: Your Support Amount is Calculated
    The support you are entitled to for that month is calculated based on the premium days you paid.
    Example: Support for 92 days of premium payment = (92 / 30) * 2,500 TRY = 7,666 TRY
