📄 Market Entry Document Support (2025): Open the Doors to Export

Market Entry Document Support is a Ministry of Trade incentive provided to cover the expenses for certificates, conformity, and quality documents that are either mandatory or provide a competitive advantage in the target export countries. Since obtaining documents like CE, ISO, Halal, and FDA is often a prerequisite for export, the state aims to facilitate exporters' market access by reducing these costs.

2025 Support Rate and Limit

  • Support Rate: 50% of expenditures

  • Annual Upper Limit per Company: 15,260,421 TRY

  • Flexibility: Separate applications can be made for each document type (e.g., one CE, one ISO certificate) within the same year.

Application Process and Special Notes

Application Steps

  1. 1. Fulfilling the Conditions

    The applicant company must be based in Turkey and have the status of an exporter or manufacturer-exporter.


  2. 2. Making the Expenditure

    The certification, testing, or consultancy service is procured, and all expenses are invoiced to the applicant company.


  3. 3. Application via DYS

    An online application must be made via DYS (Support Management System) within 6 months at the latest from the date of expenditure.


  4. 4. Uploading Necessary Documents

    Supporting documents such as the invoice, payment receipt, the certificate itself, analysis results, and the service contract are attached to the application.


Special Notes and Points to Consider

  • The obtained document must be directly related to the product that the company manufactures or exports.

  • In the application of foreign trade companies, they may be asked to document the commercial connection between them and the manufacturer of the product subject to the certificate.

  • Expenditures made to obtain a certificate are supported; even if the certificate cannot be obtained (application is rejected), the documented service procurement expenses made during the process may remain within the scope of support.
