Technical Consultancy Support is a state incentive aimed at supporting the engineering, architecture, consultancy, urban planning, and technical project activities that Turkish technical consultancy firms will undertake abroad. This program aims to carry the knowledge and experience of Turkish firms to global markets.

Which Expenses are Covered?

The program supports a wide range of expenditures required to win and execute overseas projects:

  • Overseas travel, accommodation, and promotion expenses for project promotion

  • File preparation, consultancy, and legal services for participation in international tenders

  • Overseas office and representation rent and equipment expenses

  • Employment of technical personnel and certified training programs

  • Project development and feasibility expenses

  • Promotional materials, catalog, website, and advertising activities

  • Membership fees for international professional organizations

2025 Support Rates and Limits

The support rate is generally in the range of 50% – 70%. There are annual and project-based upper limits according to the expenditure items:

Application Process and Special Notes

Application Steps

  1. The firm must be registered with DYS (Support Management System).

  2. After the expenditures are made, an online application must be made within 6 months at the latest from the invoice date.

  3. Supporting documents such as travel tickets, accommodation invoices, office lease agreements, payment receipts, and project proposal documents are attached to the application.

  4. Expenditures made in foreign currency must be submitted with their Turkish Lira equivalent based on the CBRT exchange rate on the transaction date.

Special Notes and Priorities

  • It is important that the supported projects are open to the public and comply with international professional standards.

  • Additional rent and promotion support rates may be applied for offices opened in target countries.

  • The fact that projects are of an international nature financed by organizations such as the United Nations or the World Bank is a reason for preference in the evaluation process.

  • Consultancy firms with high potential to increase service exports from Turkey are prioritized.
