🚚 Overseas Logistics Centers (OLC) Support (2025 Guide)

The Overseas Logistics Centers (OLC) Support is a high-budget incentive provided for the establishment and operating expenses of logistics centers founded abroad to ensure a faster and more effective distribution of Turkish products in foreign markets. This support aims to increase the competitiveness of Turkish exporters by providing a logistics advantage.

Who Can Benefit and Which Expenses Are Covered?

Who Can Benefit?

This support is given directly to the operating companies that will implement the OLC project. However, once the center is operational, all Turkish exporting firms that use its services will have benefited indirectly.

  • OLC operators whose projects are pre-approved by the Ministry of Trade

  • Joint-stock companies based in Turkey or consortiums formed by these companies

  • It is required that at least 51% of the operating company's shareholders are based in Turkey

Which Expenses are Covered?

The program supports a wide range of both setup and operational expenses of a logistics center:

  • Land and building rents

  • Construction, renovation, and legal permit expenses

  • Warehouse equipment (racking systems, forklifts, etc.) and IT infrastructure (software, servers, etc.)

  • The center's overseas promotion and launch activities

  • Salaries for personnel in certain key positions

  • Basic operating expenses such as electricity, water, and heating

  • Overseas consultancy and legal permit expenses

2025 Support Rates and Limits

The support is provided at different rates and limits for the two main stages of the project:

Application Process and Strategic Notes

Application Steps

  1. 1. Ministry Pre-Approval

    It is mandatory to obtain pre-approval from the Ministry of Trade before starting the project. Applications are made with a detailed feasibility and investment plan.


  2. 2. DYS Registration and Project Entry

    The approved operating company must register with DYS (Support Management System) and enter the approved project information into the system.


  3. 3. Making and Documenting Expenditures

    Expenditures are made within the scope of the project. All expenditures must be substantiated with documents like invoices, payment receipts, and lease agreements, and payments must be made from Turkey.


  4. 4. Performance Evaluation and Payment

    The Ministry reviews the submitted expenditure documents and annual performance reports. After necessary audits, the approved support amount is paid.


Special Notes and Priorities

  • The established centers must be for the joint use of Turkish exporting firms only.

  • The support is provided for the distribution of products of Turkish origin abroad.

  • The OLCs being in regions that offer tax advantages and free trade opportunities in the host countries is a reason for preference in the project's approval.
